"The aim of the ACP-EU Water Facility will be both to provide rapid relief in cases of dire necessity – situations where safe water and appropriate sanitation are totally or largely lacking – and to ensure improved and integrated management of water resources". The ACP-EU Water Facility will promote new initiatives, provide technical assistance, build research and management capacity in ACP countries and, most importantly, ensure local ‘ownership’ for the communities that benefit from its provisions. The innovative aspect of the Water Facility is the flexibility it offers as a source of grant funding - often the ‘missing link’ in financing water and sanitation programmes.
