Financial assistance is vital to achieve all the ambitious objectives which the developing countries and the donor community have set for themselves. The European Union as a whole is the world’s largest donor in the development field, providing more than half of all global development assistance: over €30 billion in 2003. The geographical span of the Community’s assistance programmes is also global - from the EU’s immediate neighbours to small Pacific islands. The report accounts for the €7.8 billion committed and the €5.8 billion disbursed during the year 2003.
