Synergy 11, issued in November 2008 Sharing good practice and software across Europe. ![]() It has been a busy summer for IDABC. A number of new initiatives have been launched and some projects generated important results. Particularly pleasing has been the willingness of the Chief Information Officers from 25 national administrations to meet in Brussels. They agreed to map out a European Interoperability Strategy – the EIS – and decided on a tight schedule for the preparation of this strategy, in time for the Ministerial Conference on eGovernment under the Swedish Presidency in the second half of 2009. We are very pleased with the political support provided by Vice- President Kallas for this initiative. This new strategy is intended to be the driving force of the new programme on Interoperability Solutions for European public Administrations (ISA) that the Commission has proposed to the European Parliament and to the Council and that should succeed the current IDABC programme. Many of the projects initiated by IDABC are now coming to fruition. Before summer, we saw the launch of the semantic interoperability centre, www.SEMIC.eu, which should help administrations to understand and exchange information. And in October, there is the formal launch of the OSOR platform – facilitating the sharing and the collaborative development of publicly-funded open source software for public administrations.
A further step was taken towards the revision of the European Interoperability Framework (EIF). A draft was presented during a conference and made available for public comments. The EIF defines general principles and guidelines for improving interoperability between administrative information systems in Member States and European Institutions. It was clear at our mid-term conference in Slovenia in February and again during the CIO meeting that what we are doing at IDABC – our approach, method and end products – is well appreciated and supported by Member States. We endeavour to provide practical solutions which meet the needs of public administrations and help them to connect their information systems for the further benefit of European businesses and citizens.
