proinvestnews

is an EU-ACP partnership programme developed and undertaken by the European Commission on behalf of the ACP countries.

Its implementation has been entrusted to an autonomous Management Unit within the Centre for the Development of the Enterprise (CDE) under the supervision of EuropeAid, the Co-operation office of the European Commission.

PRO€INVEST's objective is to promote investment and technology flows to enterprises operating within key sectors in ACP countries. This will be achieved through the support to Intermediary Organisations (IOs) and professional associations and through the development of north-south and south-south inter-enterprise partnerships.

With a total budget of €110 million over 7 years, PRO€INVEST is financed under the 8th European Development Fund (EDF).

The programme was launched in 2002 and renewed until 2011.

EuropeAID is the Directorate-General of the European Commission that is responsible for implementing external aid programmes and projects, ensuring that development assistance is delivered worldwide across the world.
EuropeAid's main mission is to implement the Commission's external aid instruments, both those funded by the Union's budget and the European Development Fund.
To ensure coherence, complementarity and coordination in implementing external assistance programmes, EuropeAid works in close collaboration with Member States' development agencies, international financing institutions, NGOs, consultancies and other non-state actors both in the EU and in the beneficiary countries.
When implementing projects, EuropeAid takes account of EU strategies and long-term programmes for the delivery of aid. These strategies and related policies are designed by other Directorates-General, including DG Development for the ACP regions.

ACP SECRETARIAT
The ACP Secretariat is responsible for the administrative management of the ACP Group of States. It assists the Group's decision-making and advisory organs in carrying out their work.
Its headquarters is located in Brussels (Belgium). It is headed by an Executive Secretary-General who is responsible for implementing the Group's international policy, as well as directing and coordinating its cooperation policy.
The Secretariat, under the direction of the ACP Group's policy-making organs (Summit of ACP Heads of State and Government, Council of Ministers, Committee of Ambassadors), is responsible for:
-    carrying out the tasks assigned it by the Summit of ACP Heads of State and
Government, Council of Ministers, Committee of Ambassadors and the ACP
Parliamentary Assembly;
-    contributing to the implementation of the decisions of these organs;
-    monitoring the implementation of the ACP-EU Partnership Agreement;
-    assisting the ACP organs and joint institutions created in the framework
of the ACP-EU Partnership Agreements.

CDE
The Centre for the Development of Enterprise (CDE) is an ACP-EU joint Institution created in the framework of the Cotonou Agreement. Its objective is to ensure the development of professional ACP enterprises operating in the private sector.
CDE operates in complementarity with the European Commission, the Secretariat of the ACP Group of States and the European Investment Bank in the framework of support to the private sector.
The Center provides non-financial services to ACP companies and to joint initiatives of ACP and EU economic operators in various economic sectors, with the main aim to increase competitiveness of ACP enterprises.
