PROMOTING ENVIRONMENTAL CONSCIOUSNESS

Revision of the Drinking Water Directive
Drinking Water Directive
Article 11 of the Drinking Water Directive (98/83/EC) requires the European Commission to review Annex I of the Directive at least every five years in the light of scientific and technical progress, and to make proposals for amendments where necessary.

The Drinking Water Seminar brought together scientists, researchers, government institutions, NGOs and private-sector representatives from the 25 Member States. The five key issues debated were chemical parameters, microbiological parameters, endocrine-disrupting compounds (EDCs), the risk approach to drinking water, and materials and substances in contact with drinking water. Input to the seminar came from reports prepared by the WEKNOW network (Web-based European Knowledge Network On Water), the Fraunhofer Institute, the WHO and the EAS (European Acceptance Scheme). Europublic was entirely responsible for the planning, management and staffing of the seminar.

The Seminar was based on preparatory work by a number of selected European experts. These experts worked in five preparatory groups and were responsible for the production of position papers on identified subjects. The position papers, which were distributed to all participants and featured on a special website, were then discussed during the seminar in one-day panel sessions on the same five themes. After these thematic panel sessions, the combined outcome of the position papers and the resultant discussions were presented and debated in a one-day plenary meeting.



Europublic, in co-operation with KIWA Water Research, was responsible for the organisation of an International Seminar in Brussels on amendments to this Drinking Water Directive, also managing and staffing the Seminar secretariat during and after the event.





YOUTH IN THE SEAT OF POWER
Youth Council of Ministers
The Youth Environment Council of Ministers project (YECM) was an initiative of the European Commission designed to heighten awareness of environmental issues and to familiarise young people with the decision-making processes of the European Union. The programme brought together students from the 15 Member States at the time.

The first-ever YECM Council, organised in Brussels on Saturday 28 April 2001, was judged by all to be such a success that the Commission agreed to make this forum a regular half-yearly event. Held in a conference hall at the European Commission's Charlemagne building, the Council proceedings were supported by a team of interpreters covering the 11 EU languages, with closed-circuit TV for viewers outside.

The comment of one of the delegations' co-ordinators reflects the general reaction of the participants: "Educationally I thought the event was as near perfection as could be. My students and I had a fantastic time; we would not have changed one second of the experience."



The YECM was organised bi-annually in the EU's Charlemagne conference centre. Europublic collaborated on the development of the concept and was entirely responsible for the implementation of this event for two years, including staffing and running the secretariat




ROLE MODELS FOR THE ENVIRONMENT

The Environment DG of the European Commission took the decision to enlist the moral and practical support of leading public figures in promoting the environmental cause with the general public.
Role Models for the EnvironmentEuropublic was given the task of identifying and recruiting candidate Goodwill Ambassadors for the Environment, organising their involvement in the Commission's activities and providing full secretariat facilities. The group came together for the campaign's launch event on the last day of GreenWeek, after signing a declaration indicating their personal support of greater environmental awareness.

However much time and effort is invested by the European institutions in encouraging a greater environmental awareness with the man-and-woman-in-the-street, information and exhortation has its limits. Sociologists and public opinion specialists will tell you that personal example and persuasion have much greater impact on the public mind. Someone you know - whether through personal acquaintance or via the media - is far surer to get your attention than any abstract message. But no one can do this more effectively than someone who, for you, is a role model - people successful in professional life, in the arts, literature, entertainment, sports and science. That is why personalities from the European Union's 15 Member States have been invited to add their authority and presence as 'European Ambassadors for the Environment'. Their names and reputations are endorsing a vital public initiative.

Europublic organised a closing event at GREEN WEEK in the Auditorium of the Charlemagne Building with 300 invited guests.





EUROPEAN AMBASSADOR FOR THE ENVIRONMENT DOROTEO ARNÁIZ PRESENT AT THE 'BUSINESS AWARDS FOR THE ENVIRONMENT' CEREMONY IN BUDAPEST

Spanish artist Doroteo Arnáiz donated his engraving "Caminante y hoja" (1972) to illustrate the diploma presented to the winners at the Budapest award ceremony.

A Spanish national, Doroteo Arnáiz was born in Madrid in 1936 and today lives in the northwestern Spanish province of Galicia. A convinced observer and defender of nature and the environment - aspects that feature Doroteo Arnáizfrequently in his work - he was an early recruit to the 'European Ambassadors of the Environment' project sponsored by the European Commission. He studied at the Escuela de Artes Gráficas in Madrid and, later, at the Ecole Nationale Supérieure des Beaux-Arts in Paris. As a professor, he has taught the art of engraving at universities in Paris, Liège (Belgium) and Pontevedra (Spain). He was director of the National Engraving Institute in Madrid from 1980-1985 and, in 1987, established the Contemporary Engravings Centre in La Coruña, Galicia.

His work has been the subject of awards at various international art exhibitions, both in Spain and elsewhere in Europe. Examples of his work are on permanent display at the Museum of Modern Art, New York, the Centre for Contemporary Art in Paris, the Düsseldorf Art Gallery and the National Libraries of Madrid, Paris, Lisbon and Montreal, as well as the Library of Congress in Washington D.C.


Europublic organised the participation of Doroteo Arnáiz to present the 'Business Awards for the Environment' at a ceremony in Budapest.
